The intervention is funded under the European Union’s (EU) Financing Decision "Rural Development Programme II” (RDP II), aiming to reduce poverty, create wealth in rural communities, improve living standards and food security, and protect natural resources. This Multi-Donor-Action is co-financed by the EU and the German Federal Ministry for Economic Cooperation and Development (BMZ).
RDP II comprises three interrelated components:
1. Boosting added value of agricultural production.
2. Improving management of natural resources.
3. Promoting sustainable and efficient use of water.
The Integrated Rural Development Project (IRDP), part of RDP II, is implemented by the German Development Agency GIZ on behalf of BMZ and the EU, within the BMZ Programme "Towards Rural Inclusive Growth and Economic Resilience (TRIGGER II) in Tajikistan". The IRDP focuses on the first specific objective of RDP II, "boosting added value of agricultural production", and facilitates cooperation among all three components of RDP II without being accountable for the specific objectives and indicators of Components 2 and 3.
The Government of Tajikistan aims to continue economic reforms to develop a market economy, as outlined in the National Development Strategy (NDS) 2030. This strategy seeks to increase economic independence, strengthen value chains, modernize agricultural production, and implement export strategies and import substitutions. The implementation of the Water Sector Reform Programme 2016-2025 requires further institutional consolidation and legislative reinforcement following the establishment of River Basin State Authorities and a River Basin Council in 2020.
The intervention supports the implementation of NDS 2030, the National Programme on Agricultural Reform (2012-2020), the National Programme on Export Promotion (2016-2020), and the National Biodiversity Strategy and Action Plan (NBSAP, 2016-2020). It aligns with the European Union - Tajikistan Multi-Annual Indicative Programme (MIP 2014-2020), the EU Gender Action Plan 2016-2020, the EU's Joint Communication on Resilience, the European Green Deal, and the EU's global policy framework for addressing undernutrition, promoting a multi-sector approach at the country level.
